摘　　要：新疆、湖南、湖北三省（区）结合地区实际，在改革中不断创新工作机制和方法，完善政策措施，确保顺利完成“明晰产权、承包到户”的改革任务；并在下一步的深化改革发展方面进行了许多有益的探索和尝试，取得了一定成效，为全国下一步的改革工作提供了丰富的经验借鉴。Xinjiang, Hunan, Hubei adjust to the local provinces （region）, do innovative work mechanism and method in the reform, improve the policies and measures, to ensure the smooth reform＂clear property right, con- tract to household＂. In the next step of deepening reform and development, should do a number of beneficial ex- ploration and attempt, obtained certain result, provides a wealth of experience to draw lessons from for the next step.
