对河北省国有林场改革策略的思考

摘　　要：分析了河北省国有林场森林资源、人员构成与经济发展现状．指出河北省国有林场建设与发展中存在着基础设施建设薄弱、拖欠社会保险、资金投入不足、管理体制不顺、经营机制不活等问题，提m坚持生态公益型林场和商品经营型林场分类管理的模式，建立以森林经营方案为核心、所有权与经营权相分离的管理体制。Based on the introduction of the forest resource,personnel,economic development and management of the state-owned forest farms in Hebei,a series of problems had been pointed in this paper, such as weak infras- tructures ,delays in social security ,lack of capital investment,management system,tend ,operational mechanisms. State-owned forest farms in Hebei should be divided into ecological public welfare type and commercial management type, i.e. classified zoning had been constructed.The established management mechanism should take forest management plan as center and the ownership separate with the operational right.
