摘 要:为建模电信运营企业节能量的各组分,通过实证方法提出了新的电信运营企业产品总节能量的区块细分模型,将产品总节能量划分为技术节能量、管理节能量和产品结构变化节能量,其中技术节能量又分为专项改造节能量和技术进步节能量,管理节能量包括管理举措节能量、业务推广节能量等部分;提出电信运营企业产品总节能量细分区块中每个节能量细分区块的计算模型,并为电信运营企业确定了节电量国标计算方法中的参数口径;总结出中国电信运营企业低碳发展的四阶段模型.Since energy saved is a core index for reflecting environment performance of enterprises, in order to explicitly model energy saving components of telecom enterprises, firstly put forward new energy saving segments for total energy saved of productions of telecom operators, dividing energy savings into energy savings from technique, from management and from product mix evolution. Energy savings from technique are specifically derived from energy saving reforming projects and technical changes in communication, and energy savings from management are specifically derived from management energy saving measures and telecommunication marketing. Secondly model these different segments for total energy saved of productions, and determine the proper coefficient range in Chinese national standard of total energy saved of productions, lastly conclude a 4-stage low-carbon development model of China telecom operators.
