摘　　要：海洋产业作为一个新兴产业,是伴随着技术水平的不断进步而发展起来的,尤其是海洋产业开发对技术要求的特殊性使其自身的发展对先进技术具有很强的依赖性,而人力资源作为先进技术的主要载体对海洋产业发展就具有极其重要的意义。因此,加强人力资源的开发与管理对促进海洋人力资源能力建设,推动海洋经济发展起着重要的作用。As a new industry, marine industry developed with the progress of technical level. Especially because of the requirements of marine industry to the technology, the development of marine industry has a strong dependence on advanced technology, and as the main carrier of advanced technology, human resources has very important significance for marine industry development. Therefore, strengthening human resources development and management plays an important role in promoting marine human resources construction and marine economic development.
