摘　　要：日本将国家警察预算主要用于配备各地警用基础设备设施、地方预算主要用于人员工资等的做法值得借鉴。它既为实现全国联动目标提供物质保障,也为稳定队伍、控制资金流向提供制度保障。日本的国家和地方公务员两种警察身份管理,对我国警务管理改革和队伍建设具有积极意义。把警察预算和工资制度等纳入警察队伍建设和业务目标管理,是我国警察财务管理研究的一个新课题。Japan＇s national police budget is mainly used for local police with basic equipment and facilities; the local budget is mainly used for staff salaries. The practice is worth our learning. It is not only to provide material security for achieving the national linkage goal, but also to provide an institutional guarantee for stabilizing the civil servants and controlling the flow of funds. Japan＇s two kinds of police identity management national civil servants and local has a positive meaning for China＇s police management reform and ranks; It is a new research issue for financial management of our police to make the police budget and wage system, etc. into the police ranks and the business objectives of management.
