摘　　要：近年来,辽宁技术引进消化吸收再创新取得了显著的成效,但仍存在企业引进消化吸收再创新的比重较低、技术引进方式和结构不合理、引进关键技术的消化吸收能力不强、对知识产权保护重视不足、消化吸收缺乏内在动力等问题,需要从改善科技创新体系、构建再创新长效机制、优化再创新政策环境、建立再创新投入机制及推进多元化再创新模式等方面加以解决。In recent years, Liaoning technical introduction, digestion, absorption and re -innovation achieved significant resuhs, but there are still a lot of problems, such as low proportion of enterprise introduction, digestinn, re - innovation ; unreasonable technology import way and structure ; weak introduction of key technology digestion absorption capability ; insufficient attention to the protection of intellectual property ; lack of inner motivation of digestion and ahsorption It is necessary to improve the technology innovation system, construct the re - innovation long - term effective mechanism, optimize the re -innovation policy environment, establish the re -innovation input mechanism and push diversified re- innovation modes ect.
