摘　　要：因应调整经济结构和加快转变发展方式的国家发展战略,在国际经济中我国实行贸易和投资开发并举。在巩固对外资源贸易性购买的基础上,更要实施资源超主权开发投资战略。实行对外资源超主权投资战略不仅是为获得经济发展所需的资源,更是扩大经济和社会发展所需的空间。对外资源超主权开发投资战略是保证国家经济发展和经济安全、实现经济长期稳定增长、提升国家国际影响力的宏观战略。At present, adjusting economic structure and accelerating the transformation of economic development mode have become the national development strategy. We should adjust the structure in the context of the international economy, and implement trade and investment simultaneously. On the basis of strengthening the purchase of foreign resource-based trade, we should implement super sovereignty investment strategy more. To implement the strategy of foreign resource-based super sovereignty investment strategy is not only for obtaining the necessary resources of economic development, but also for expanding the necessary space of economic and social development. The foreign resource-based super sovereignty investment strategy is a macro national strategy, which may assure economic development and safety, realize long-term and stable economic growth, and enhance the nation＇ s influence internationally.
