摘　　要：本文从文件写作实践的角度,对政府行政活动中"上有政策、下有对策"的问题进行了分析,指出问题产生的原因,并就这个问题的解决从文件写作角度提出了一些方法,个别方法具有一定的创新性。From the writing practice of official document, this paper analyses a phenomenon of official document＂The higher authorities have policies and the localities have their countermeasures＂,points out the causes of the problem, and the solutions of this problem from the writing, puts forward some method, individual methods has certain innovation.
