摘  要:国家重点建设工程决策是检验政府决策能力的一个重要标尺。国家重点建设工程建设对国计民生影响重大。其决策具有卷入决策主体多、决策难度大、决策周期长、决策影响面广等显著特点。从分析长江三峡工程的决策过程可以发现:其决策有较强的科学性,但尚有较大提升空间;民主决策在一定程度实现,但仍需要进一步改善,对决策制度的重要性认识不足,相关制度亟待规范。基于对长江三峡工程决策的论析,关于国家重点工程建设决策能力的评价需要从决策价值导向能力、决策目标获取与锁定能力、决策资源动员整合能力、决策环境协调能力、决策机制完善与运行能力以及决策技术应用与创新能力六个方面进行深入研究。The policy-making on national key construction projects is an important factor to test government policy-mak- ing ability. Since national key construction projects have a deep influence on the country planning and people's livelihood, the policy-making takes on the characteristics of multiple subjects, difficulties in decision-making, long span for decision-making and wide range of influences, etc. From the policy-making on Three Gorges Project on the Yangtze River, we can find that although with strong scientific characters, it has a broader space of upheaval; it is accomplished to a certain degree and needs to be improved; there is a lack of acknowledgement in the importance of the system and relevant systems need to be standardized. According to the analysis of the policy-making on Three Gorges Project, we should carry out an evaluation by studying its capabilities of value direction, goal attainment and positioning, integration of resources mobilization, environmental coordination, improvement and operation of the mechanism, application and innovation of techniques, etc.
