摘  要:政府形象作为一种无形的政治资源,在当代政府治理中发挥着越来越重要的作用,而在危机公关中,政府行为较之常态下对政府形象的塑造会产生更为深刻的影响。以智利矿难为例,从事前、事发、事中、事后4个阶段对智利政府在圣何塞矿难事件中所采取的公共关系行为进行梳理和分析,认为智利政府是通过实施积极开放式的救援,建立有效的应急管理机制和事后的赔偿与问责机制,善于领导人的角色定位和善用媒体平台五种途径来塑造其良好的政府形象,旨在对中国的危机公关中政府形象的塑造提供借鉴。Government image is playing an increasingly important role as an invisible political resource in the contemporary governance. During the process of public relations crisis, government conduct will have a more profound impact on creating a favorable image of the government, Chile government has carried out a series of management practices to deal with the mine crisis, and this article described the practices at four stages. Based on the analysis, this study suggests that the Chile government has taken a series of effective measures to create a favorable image of the government. It is hoped that these advanced measures will be of use as a source of reference in the image creating of the Chinese government in public relations crisis.
