摘　　要：太空安全问题越来越突出,冷战时期确立的国际机制无力应付这些问题。治理这些太空安全问题,联合国应该发挥积极作用,促进国际社会公平、负责任的利用太空。从目前的情况来看,以惯例形式出现的太空行为准则,似乎是目前唯一可行的方法。The international mechanism established in Cold War is not enough to manage the issues of space security, which are increasing prominent. In order to govern space security dilemma, UN should pay positive roles in promoting fair and responsible use of space. At present, the Code of Conduct for Space which emerges in internatinoal practice, seems the only means dealing with the dilemma.
