摘　　要：行政协议是区域政府实现区域协调发展与社会和谐的创新机制,是珠三角一体化中政府合作的过程性选择。行政协议的现实基础是珠三角经济一体化与行政区划的既定。从实践看,行政协议运行存在众多问题,其中最根本的是行政协议的不确定性,包括法律依据、缔结程序、法律位阶以及协议文本内容等的不确定性。为克服行政协议的不确定性,我们应该根据珠三角实情,通过明确行政协议的法律依据和法律位阶,完善行政协议的缔结程序和主要条款等实现珠三角行政协议的制度化、规范化、法制化。Administrative Agreement is on the one hand the innovation mechanism to realize the harmony of regional development and the whole society, and on the other hand, a choice made in the process of regional government cooperation to achieve Pearl River Delta integration. Administrative Agreement is based on the sound reality of PRD economic integration and the established districts. The past practices show that Administrative Agreement has encountered many problems, the most fundamental one being its uncertainty. In order to solve the problem of its uncertainty, we should materialize the institutionalization, standardization and legalization of the PRD Administrative Agreement.
