失地农民安置“嘉兴模式”的问题与应对策略

摘　　要：针对改进后的"嘉兴模式"存在着保障标准偏低、保障项目较少、失地农民就业困难、政府财政压力较大、安置模式单一及土地补偿费管理不规范等主要问题,提出政府在树立"大保障"理念的同时,帮助失地农民就业及创业,提高征地补偿标准,加大市场化供地力度、适当引进其他安置模式,严格土地补偿费管理,以确保"嘉兴模式"在今后的安置工作中发挥更好的作用。There are still many problems in the improved ＂Jiaxing model＂, such as low security standards, less security projects, employment difficulties of landless peasants, more pressure on government finance, single placement model and non--standardization of land compensation fee and other major issues. Therefore, it is pro- posed that the government, while maintaining the concept of ＂big guarantee＂, should help landless peasants in their employment and entrepreneurship, improve the land acquisition compensation standards, increase the mar- ket for land, introduce other appropriate placement modes and strictly manage land compensation fee to ensure that the ＂Jiaxing mode＂ will play a better role in the future resettlement work.
