摘　　要：消除城乡二元格局,实现城乡一体化是目前我国社会亟待解决而又颇为棘手的重大课题。宁波市鄞州区在推进城乡一体化的过程中,坚持以点带面、整体推进、城乡联动、软硬配套的村庄整治建设,新农村建设走在了全省甚至全国的前列,但也面临一些如新社区基层组织不健全、农民身份转变困难、管理模式选择等的问题,要解决这些问题必须采取进一步推进户籍制度改革、推进农村土地改革、完善基层组织建设等措施。To eliminate the urban--rural dual structure and realize the integration of urban and rural areas is a tough major issue that needs to be immediately solved in China^s current society. In the process of promoting urban--rural integration, Ningbo Yinzhou District adheres to the village renovation and construction featuring in overall progress, urban--rural linkage, and soft and hard supporting, thereby having good ranking provincial e- ven nationwide in the construction of new rural areas. But it still faces some problems such as imperfection of grassroots organizations, difficulty in changing lamer identity, and selection of management mode. In order to solve these problems, it is imperative to further promote the reform of household registration system and the re- form of rural land, and perfect the building of grassroots organizations, etc.
