摘　　要：近年来河北省在新农村环境保护工作方面取得了很大成就,但是要进一步将以城市环境保护为重点的环境治理模式逐步向农村转移,达到新农村要求的环保质量,实现城乡环境协调发展的更高目标,还需要各级政府在农村环境保护公共产品的供给责任、职能和机构上进行创新,如公共产品的供给中各级政府怎样发挥主导作用、各级政府间财政上怎样合理分工、打造绿色GDP与农村环境保护责任机制、进一步完善农村环境保护机构和职能等。In recent years, Hebei Province has made great achievements in the new rural environmental protection work. However, for the environmental governance mode focus on urban environmental protection is gradually shifted to rural areas and meet the requirements of the environmental quality of new rural, and achieve a higher goal of coordinated development of urban and rural environment, governments at all levels need to innovate the responsibilities of supplying public goods, functions and institutional of environmental protection in rural, such as how governments at all levels play a leading role in supply of public goods, how governments at all levels rationally divide financial functions, how to create the green GDP and rural environmental protection accountability mechanisms, how to improve the institutions and functions of rural environmental protection.
