摘　　要：面对科技全球化的汹涌潮流及日益激烈的国际人才竞争,有必要反思我国的科技人才战略。科技全球化对我国传统的科技创新人才战略与政策体系造成了冲击,同时也带来了科技人才利用全球化的良好机遇。从人才国际竞争和人力资源利用全球化的长远考虑,应重新建构与科技全球化相适应的科技人才战略方面。Facing surging tides of the science and technology globalization and increasingly fierce international competition for talents, it is necessary to reflect the strategy of science and technology talents of China. Though our traditional scientific and technological personnel policy system is being shocked by science and technology globalization, it also brings globalization opportunities to talents. For the long-term consideration to international competition for talents and human resources utilization, we should reconstruct the science and technology policy adaptive to the globalization of science and technogy.
