摘　　要：本文阐述了中央高校基本科研业务费专项资金实施的背景、特点以及重要意义,详细分析了中央高校基本科研业务费专项资金的资助成效.在此基础上,提出了完善中央高校基本科研业务费专项资金的管理模式,以及促进中央高校基本科研业务费专项资金科学、有序发展的基本构想.It focuses on the background, trait and significance of the fundamental scientific research funds for the central universities. And it analyzes its sustentation effect. On this condition, it analyzes management mode and scientific design of the fundamental scientific research funds for the central universities.
