北京农业新功能的发展策略

摘　　要：构建了北京农业功能的层次结构,一级功能有经济、生态、服务、社会4大功能;每项功能又都具有若干子功能。它们均是农业的固有功能,分显型与隐型2类;二者相互演化,其决定性因素是经济、社会发展水平。分析了4大功能在整体功能中的地位与作用,以及它们之间的辩证关系。当前,北京农业的服务、文化二功能正由隐型向显型演化,并逐渐凸显、增强。作为世界城市战略,北京农业不仅要为全国的农业现代化服务,也要为全球农业发展服务,为此应着重发展、培育以种业为代表的科技服务业、农业咨询产业、会展农业和休闲农业,大力发掘、传承北京农业文化遗产,努力创新。The hierarchical structure of Beijing agricultural function is constructed, the first level function includes the economic, ecologic, serv- ice and societal functions, each of which has several sub-functions. They are inherent features of agriculture and divided into two types such as covert-type and overt-type, which mutually evolve, and the decisive factor is the economic and social development level. Then,the author analy- zes the position and role of the four functions in the overall function, and the dialectical relationship among them. Currently, both of Beijing agri- cultural service and cultural functions are evolving from covert-type to overt-type, and gradually highlight and enhance. As the world urban strat- egy, Beijing agriculture serves not only for the national agricultural modernization, but also for global agricultural development, so it should focus on the development, nurturing the seed industry which represents science and technology services, agricultural consult industry, agri-exhibition industry and leisure agriculture. Meanwhile, the author also put forward to vigorously explore and succeed cultural legacy of Beijing agriculture, to strive to innovate.
