海岸带区域发展潜力多维决策评估方法研究——以东营蓝色经济区为例

摘　　要：基于海岸带主体功能区思路和可持续发展理论，构建了资源环境子系统和经济发展子系统的二维决策模型，并结合区域发展潜力的多因素综合评估，构建了海岸带趋于发展潜力多维决策模型，该模型通过对区域发展潜力进行评估比较，可划分海岸带主体功能区；以蓝色经济区为例进行实证，结果表明：东营蓝色经济区具有较强的发展潜力，其中河口区为重点开发区，垦利县为限制开发区，东营区为优化开发区，广饶县为限制开发区。A method of main function zoning combined with the development potential assessment was applied in the coastal area to set up a two-dimensional decision model based on the subsystem of resource and environment and the subsystem of economic factors. Based on the multi-factor comprehensive evaluation of regional development potential, an integrated multidimensional decision model has been built together with the main function zoning. It is indicated from the emperieal study of the Yellow River Delta that the regional development potential of DongYing Blue Economic zone is much higher than the other areas. Estuary belongs to the key development zone while DongYing, KenLi and GuangRao are considered as optimization zones or restricted zones.
