摘　　要：我国新闻出版标准化机构不断健全,新闻出版法规形式多种多样,新闻出版标准与新闻出版法规在制定和实施过程中形成了一定的互动。针对新闻出版标准的法律属性、市场适应性问题,新闻出版标准与新闻出版法规相协调的规范性、系统性问题,以及新闻出版标准与新闻出版法规部门的协调问题,在构建协调发展的新闻出版标准与新闻出版法规体系时应遵循效益原则、吸收借鉴原则、动态适应性原则、分工协调原则,并应遵守WTO/TBT协定的有关原则。With Chinese Press and publication standardization mechanism being ceaseless and perfect, the news publishing shows a variety of forms, the news publishing and news publishing regulations form a certain interaction in the formulation and implementation process. We should considerate the legal attribute, market adaptability of the news publishing standard, the normative, systemic problems of the news publishing and news publishing, the coordination problem of the press and news publishing regulations department. In the construction of harmonious development of news publishing and news publishing system of laws and regulations, we should follow the rules of benefit principle, the absorbing and drawing lessons principle, the principle of division of labor, dynamic adaptability and coordination principle and comply with the WTO / TBT protocol related principles.
