包容性增长和中国非政府组织的发展与管理

摘　　要：包容性增长本质上是一种把经济增长过程和经济增长结果有机统一的经济社会协调发展模式,也是一种社会资源更加公平、公正分配,社会更加有序、和谐发展的社会状态。它不仅体现在经济领域与政治领域,而且更要体现在以非政府组织(简称NGO)为基础的社会管理领域。然而,中国目前仍处于转型时期,NGO的发展在功能缺失、性质定位、内外监督、自我管理、与营利组织和政府机构关系等方面出现了许多与包容性增长相悖的情形。因而,中国的NGO无法发挥在社会资源分配、社会协调发展中应有的作用和功能。借鉴国外NGO发展与管理的成功经验,结合中国NGO发展的实际状况,政府应通过更大规模地有序地向社会组织开放市场,加大对NGO的财政与政策支持;引导监督与建立健全法律法规并举;行业协会服务协调与监督管理并重;NGO自治管理与内部监督共同兼顾等方式,改革与完善中国NGO的发展与管理问题,从而使中国的NGO在推进社会包容性增长中发挥更大的作用。Inclusive Growth is essentially a kind of harmonious development pattern between economy and society that integrates the process and the results of the economic growth. Also, it is a kind of social status which is characterized by a tendency towards a just and fair distribution system of social resources and a orderly and harmonious society. It shouldn＇t be seen not only in the spheres of economy and politics, but also in the field of social management based on NGO. However, China is in a period of social transition. The development of NGO witnessed numerous discordances with inclusive growth in such areas as function, nature, internal and external supervision, self- management, and the relations with profit - seeking organizations and the government. Therefore, the NGOs in China can＇ t duly function in the distribution of social resources and the harmonious development of the society. Based on the actual status of the development of the NGO in China, while referring to the positive experience of the west in the development and management of NGO at the same time, the author made conclusions as follows to reform and improve the development and management of the NGO in China. The government should strengthen its support both in finance and policy by opening the market to social organizations more widely and orderly. Also, the government should see its influences in promoting the supervision and the establishment and improvement of the laws and rules simultaneously. The governments should attach equal importance to serving and supervising professional associations. Furthermore, due consideration should be given to both self management and internal supervision by the NGOs themselves. With all these measures taken, the NGO in China can play a more important role in promoting the inclusive growth of the society.
