摘  要:为深入了解金沙江攀枝花河段水电建设对该区域可持续发展影响,在分析河段水电规划背景和区域经济社会发展对电力需求的基础上,从经济、社会和环境3个方面预测评价了该河段水电规划对区域可持续发展产生的影响。分析结果认为,该河段规划的水电建设对攀枝花区域可持续发展的主要方面均以有利影响为主,不利影响主要体现在工程建设对水生生物的生态环境影响,可通过采取人工捕捞、实施过坝措施、建设增殖放流站、开展渔业资源保护研究和监测等措施,不同程度减小其不利影响。For understanding the influence of hydropower development at Panzhihua reach of Jinsha River on the sustainable development of Panzhihua City, on the basis of analysis on hydropower planning background of Panzhihua reach and electric power demand of regional social and economic development, the influence of hydropower development at Panzhihua reach on the regional sustainable development is predicted and evaluated from the aspects of economy, society and environment. The analysis resuits show the hydropower development has favorable influence on sustainable development, and the unfavorable influence is mainly in aquatic ecology. The unfavorable influence can be mitigated to a limited extent by artificial fishing, constructing dam - crossing facilities, releasing and enhancing of fishes, conducting scientific research and monitoring on fish resources.
