摘　　要：区域经济"十二五"实施跨越式发展,如何消除投融资瓶颈是关键环节之一。实践证明,金融创新是克服这一障碍的利器,但金融危机也让我们认识到运用金融创新方法不能机械地模仿,必须结合区域经济特点加以选择和改造。通过金融示范创新,强化财税调节、政策倾斜的功能与效果;通过金融转化创新,促成区域资源的证券化,扩大融资源泉;通过金融组合创新,推广夹层融资等衍生新产品,增加筹资灵活度;通过金融市场创新,最终建立自主型投融资机制、实现资金良性循环,以推动区域经济-金融的可持续发展。How to get rid of fund-raising bottle neck is one of the keys for the implementation of leap-over regional economic development in the time of 12th five-year plan. As it is proved, financial innovation is a key to overcome such obstacles; but financial crisis also teaches us a lesson： ways of financial innovation are not just a mechanical imitation, and are something like choice and reformation with regional economic characteristics taken into consideration. Function and effectiveness of financial and tax regulation, and policy preference should be strengthened through financial model innovation. Establishment of stock market for regional resources and expansion of fund raising sources should be achieved through financial transformation innovation. Popularization of new derivative products such as mezzanine fund raising and enhancement of fund raising flexibility should be conducted through financial combination innovation. Ultimate establishment of autonomous system of investment and fund raising, along, with positive fund circulation, will promote the harmonious development of regional economy and finance.
