摘 要:随着国内越来越多的城市将建设低碳城市确定为未来发展的方向,构建低碳城市评价指标体系的相关研究也日渐丰富。但总体看来,大多数评价指标体系重点关注了低碳经济与低碳社会发展中的共性问题,缺少对特定城市特色功能定位的关注。而客观上,低碳经济却要求各区域按照特色条件探索特色发展道路,以更高效率、更低成本地实现节能减排目标。主要结合对临港新城特色功能定位的分析,初步探索既反映低碳经济发展共性要求,又体现临港产业发展和新城建设独特定位的低碳城市实践区指标体系构建框架,从而为更好地发挥指标体系在引领、规范和调控低碳城市建设进程中的作用奠定基础。认为,适应临港以装备制造产业园区、现代物流园区和现代化新城区为主要功能定位的特色要求,从低碳能源、低碳研发、低碳制造、低碳物流和低碳社区等五个领域,构建低碳城市实践区评价体系是合适的,这也表明,适应城市特色功能定位构建低碳城市评价指标体系,不仅具有重要的实践价值,同时也是切实可行的。With the tendency of more domestic cities choose carbon-city as their city's future direction, research about low-carbon city evaluation index system is booming nowadays. Generally speaking, there is a problem that most of the evaluation system focused on common problems in low-carbon economy and low-carbon society development, and problems about specific function of the city are ignored. But in fact, developing low-carbon city needs to explore the regional characteristics so that the carbon-emission reduction target will be achieved in a more efficient and more cost-effectively way. This paper first analysis the features of the shanghai hngang area, and aims at building a evaluation system that can reflect both of the common requirements of low-carbon economy development and the specific function of the shanghai lingang area. So the evaluation system can do better in leading, regulating and adjusting the development of carbon-city. The pa- per claimed that it's proper to build an evaluation system in five parts including low-carbon energy, low-carbon R&D, low-carbon manu- facture, low-carbon Logistics, and low-carbon community in order to reflect the shanghai lingang area as an important equipment manu- facturing industrial park, modern logistics park and the modern new city. It also showed that it's not only practical but also valuable to build a low-carbon city evaluation system with the consideration of the function of the region.
