基于GIS的巴彦淖尔市政策性农业保险气象服务的研究

摘　　要：政策性农业种植保险气象服务是气象部门与保险行业新的有效合作,实现了多家共赢的可喜局面,具有在全区乃至全国的推广价值。在GIS理论的基础上,构建巴彦淖尔市防灾减灾气象服务平台,针对农业气象灾害时空分布规律,建立分作物分区域的定量化监测与预报和影响分析评估业务,对农业气象灾害影响进行分析、预估、评估,实现了与天气、气候密切相关的重大农业灾害的灾前预警、灾中跟踪、灾后评估及其减灾控制。Policy-oriented agricultural insurance meteorological service is a new and effective cooperation between meteorological department and the insurance industry.It achieves a win-win situation.It has the promotional value in the region and in the country.This paper built the disaster prevention and mitigation weather service platform of Bayannaoer City for spatial and temporal distribution of agro-meteorological disaster based on the GIS,and established the sub-regional crop monitoring,forecasting and quantitative assessment service system.Then agro-meteorological disaster impacts were analyzed,estimated and evaluated,thereby,achieved pre-disaster warning,disaster tracking,post-disaster assessment and disaster control of major agricultural disasters which closely related to the weather and climate.
