摘 要:近年来,我国农民工的迁移实践由"单向"渐趋"双向",而传统的"推拉理论"运用于我国农民工的"双向迁移"并不能取得令人满意的效果;基于此,论题尝试构建符合我国农民工双向迁移的"推拉模型"。在此框架下,以河南许昌县为例,对阻碍农民工转移培训绩效提升、返乡创业环境改善、创业能力增强的制约因素进行了剖析,提出了营造农民工输出入地之间的对接机制、建立健全多元化转移培训投入机制等思路。In recent years, the trend of migrant workers' transfer varies from one-way to two-way, and the tradi- tional push-and-pull theory can not achieve satisfactory results when applied to explain such tendency. Thus, this paper attempts to build a new push-and-pull model that tally with the situation. Under such framework, the paper, taking Xuchang county in Henan province as example, analyzes the constraints which hinder transfer training, performance upgrading, environment perfecting for returning home businesses, and entrepreneurial ca- pacity enhancing in migrant workers' transfer. Finally, it proposes breakthrough ideas, which include building a docking mechanism between output areas and input areas of migrant workers, and establishing diversified inves- ting mechanism for transfer training, etc.
