基于农业面源污染防治的农田生态补偿标准测算

摘　　要：基于农业面源污染防治,采用问卷调查方式和条件价值法评估武汉市农田生态环境保护的利益相关方认知,探讨农田生态环境补偿机制。研究结果表明,当地居民对施用化肥和使用农药对农田环境污染的认知程度较高,对当地农田生态环境较满意,但对农田环境的关注程度并不高;农户和市民对农业面源污染防治的行为均有较高的支付率,针对采用"不施化肥"、"不使用农药"和"不施化肥和农药"的行为,武汉农户(保护者)每年的农田生态补偿金额(受偿意愿)分别为17.27×108元、16.89×108元和20.09×108元,市民(受益者)每年的农田生态补偿金额(支付意愿)分别为14.35×108元、14.36×108元和21.79×108元;协调好不同行为主体的相关利益和确定政府在补偿中的地位是确定农田生态补偿标准的关键。Based on agricultural non-point source pollution prevention, throught questionnaire survey and contingent valuation method, different stakeholders involved in the agricultural land of wuhan ecological and environmental protection were evaluated and corresponding ecological compensation mechanism was discussed. Several conclusion can be drawn from this study. Firstly, the percentage of residents awareness of agricultural land＇s environmental pollution was high, but attention of agricultural land＇s environmental is low. Secondly, the residents have a higher support rate in agricultural non-point source pollution control. To the action of do not ues ＂fertilizer＂, ＂do not ues pesticides＂and ＂do not ues fertilizer and pesticides＂ .willingness to accept of the preserver to the agricultural land＇s ecological compensation of wuhan were 17.27× l0s yuan, 16.89 × 10s yuan and 20.09× 108 yuan per year, respectively; willingness to pay of the beneficiaries to the agricuhural land＇s ecological compensation of wuban were 4.35 ×108 yuan, 14.36 ×10s yuan and 21.79 × l0s yuan per year, respectively. And, involvement of different stakeholder and determine the position of the government in compensation were the way to confirm the agricultural land＇s ecological comoensation criteria.
