摘　　要：农业旅游已经成为我国旅游产业不可或缺的一部分。为了有效开发农业旅游，必须坚持系统开发、整体推进，以及创新开发。为实现这二点，应该构建农业旅游价值链，实施价值链全过程、全方位的整体推进开发，同时结合创意农业，提出了创意农业的创新基点。即针对价值链各个环节和各个活动实施创新开发。为了保障农业旅游的系统开发、基点创新的实现，还需要建立农业旅游产业组织责任链和农业旅游产业体系。The agro-tourism has become a necessary part of the tourism industry. To agro-tourism effectively, must make a systematic development, an integrated promotion, develop and an innovating development. Therefore, we should establish an agro-tourism value chain, carry out developing on whole process and on every side, and combine the creative agriculture, put forward a proposal of the basic points of the creative agriculture-all links of the agro-tourism value chain. To carry out a systematic and creative developing, we have to set up system and the responsibility chain of the agro-tourism industry.
