摘　　要：文章首先分析了农村合作经济组织发展过程中遇到的组织运营成本过高、章程和制度缺失、产权制度缺失、利益公平分配机制缺失、民主管理机制缺失、自我发展机制缺失等内外部环境障碍。其次,分析了其发展所遇到的人文环境、管理主体、体制与法律等外部环境障碍及其产生原因。最后,为政府促进农业合作经济组织的发展而创造宽松的内外部环境提出了政策性的建议。This paper makes an analysis of the problems that the rural cooperation economic organization meets in the operation costs, regulations, property right system, profit distribution system, democratic management system and self-development system. It further analyzes the obstacles that the economic organization meets in human environments, administration, system and law, then it also gives the causes of the problems. The paper finally presents some policy suggestions for the governments to create loose environments to promote the development of the rural economic organization.
