摘　　要：目的:分析我国医疗安全与风险的政府管理职能变化过程。方法:检索CNKI中国学术期刊网络出版总库以及CNKI中国法律知识资源总库相关资料,并对检索结果进行系统性分析。结果:检索文献14134篇,法律法规614部(篇)。结论:建国60多年来,政府在医疗安全与风险管理理念上的变化是"医疗质量管理-医疗质量与安全-医疗质量安全加风险防范"的过程;而在具体措施上经历了"医法独立-医法结合探索-医法结合-全面结合"的过程。Objectives： To analyze the evolution government functions on medical safety and risk in China.Methods： Search and analyze relative resources and information in CNKI China Academic Journal Network Publishing Database,and CNKI Chinese Law Knowledge Resource Database.Results： There were 14134 pieces of literature,614 pieces of laws and regulations.Conclusion： During 60 years since National Founding,the Government transformation on the medical safety and risk management is ＂Medical Quality Management-Medical Quality and Safety-Medical Quality Safety and Risk Prevention＂;the transformation of concrete measures is ＂Independence of Medicine and Law-Exploration on Combination of Medicine and Law-Combination of Medicine and Law-Fully Integrated ＂.
