摘　　要：本文分析了我国现阶段农用水权市场化流转的政策取向,介绍了各地实践中出现的代表性案例,揭示了农用水权流转的市场化和非农化特征。研究指出,农用水权的市场化流转不仅能够激励农业节水,还具有其他方面的社会经济效应。为进一步发挥市场机制在优化配置农用水资源中的作用,应在广度和深度上继续推进农用水权市场化流转机制,加强农用水权市场化流转的制度建设,包括客体制度、主体制度、价格制度和操作制度等方面建设。The transfer of the irrigation water rights on market was supported by the new policies in China.Some cases were introduced and the properties to transfer water rights from agricultural to non-agricultural sector were showed.By the analyses,the transfer of water rights could encourage agriculture to save water and increase the social and economical surplus at large.Therefore,the paper pointed out to extend the water right transfer,meanwhile to strengthen the construction of the transfer institutions and laws.
