摘　　要：公安交通管理非现场执法中行政告知程序不完善,一直受到社会各界的广泛关注,甚至引发争议和诉讼。只有在非现场执法中依法履行行政告知程序,才能确保行政执法的合法性和有效性,推动非现场执法方式的不断完善和发展。The imperfection of the procedures of public traffic security management in the off-site administrative informing law enforcement has been widespread concern in the community, and even lead to controversy and litigation. Only in the off-site to perform administrative law enforcement in this process can ensure the legality and effectiveness of law enforcement and promote the continuous improvement of law enforcement methods off-site.
