摘　　要：苏州工业园区创投引导基金以国有创投公司和国家开发银行为联合发起人实行完全市场化操作的运作模式,无锡新区创投引导基金实行"政府出资、国有创投公司管理、市场化运作、财政审计部门监督"的运作模式,它们的成功实践为江苏创业投资引导基金的发展提供了示范和宝贵的经验支持。透视苏州工业园区和无锡新区创业投资引导基金的实践,我们可得到发展创业投资引导基金是推动江苏中小企业自主创新的有效途径,引导基金的设立必须因地制宜,引导基金运作模式的设计必须平衡好引导基金的政策导向与社会资金的盈利要求之间的关系,发展江苏创业投资引导基金必须加强与本地大型民营企业集团的合作,积极培育与引进高素质高水平的创投基金管理团队等启示。It provides valuable experience to suppo-rt the development of Jiangsu Investment Guidiance Funds by the implementation of full market-based operation running mode of Suzhou Industrial Park co-sponsored by state-owned venture capital company and the State Development Bank,and the ＂government funding,the state-owned venture capital company management,market operation,financial audit department supervision＂ operation mode practice of Wuxi New District.Examining the practice of the Venture Investment Guidiance Funds of Suzhou Industrial Park and Wuxi New District,we found that developing the Venture Investment Guidiance Funds is an effective way to promote independent innovation of SMEs in Jiangsu and that the establishment of the Venture Investment Guidiance Funds must suit local circumstances,that the design of the operating mode of the Funds must balance the relations between the Fund＇s policy orientation and the profit requirements of the social capital,and that Strengthening cooperation with the local large-scale private enterprise groups,that actively cultivating and introducing high-quality venture capital fund management team.
