摘　　要：独立学院政策变迁是沿着制度供给-需求路径进行的,其中不仅有对经济效用等直接价值的追求,也包含了对公正、平等、自由等政策元价值的追逐,但这些在以往的研究中并没有清晰地展现出来。政策的经济价值作为独立学院政策变迁的直接诱因,包括教育政策主体在内的教育权利主体对它的认识以及对教育经济运行规律的认识。从教育政策本质看,独立学院政策作为服务和增进公共利益的政府性产品,是对教育资源的权威性再分配,其本质是社会利益的集中反映,这一本质决定了独立学院政策不能忽视伦理价值。因此,要更加深刻地挖掘独立学院这种特殊的办学模式所具有的价值内涵、要更好地为独立学院的政策评估和制定提出富有创建性的政策建议,对其价值的分析就不能仅停留在单向度的说理上,而要对其进行复合性阐释。The occurrence of policy changes of independent college is according to specific supply and demand, which reflects the pursuit of both economic values and fundamental values such as justice, equality and freedom. As the direct trigger for the changes, the economic values of policies embody the educational subject＇s knowledge of the laws of economic operation in the educational field： With the purpose of service and public interest enhancement, those policies essentially reflect the authoritative redistribution of educational resources, which means that the ethical values should be taken into consideration. Accordingly, in order to tap its deep values of independent college as a new school-running mode, and put forward more constructive suggestions for its policy-evaluating and policy-making, the value analysis of relevant policies should be comprehensively interpreted.
