摘　　要：以美、日、英、法、俄科学院为例,重点分析了国外科技组织参与科技决策的法律基础、运行机制特点以及科技决策的影响力,提出了:提高科技决策的地位;注意人员配置的多学科性和合理性;建立开放交流的运行机制;拓展科研成果推广应用渠道4点建议供参考。Choosing National Academy of Sciences,French Academy of Sciences,the Royal Society,Science council of Japan,Russian Academy of Sciences as research examples,this article focuses on analysis of legal basis,the operating mechanism characteristics of foreign scientific organizations participating in policymaking and the influence of science and technology policy.Also put forward four proposals for reference,namely improving the status of science and technology policy;attention to multidisciplinary staffing and rationality;an open exchange of operational mechanisms;promote the expansion of scientific research,application channels.
