财政补助对乡镇卫生院资源配置的影响

摘　　要：目的:探讨广东省某市乡镇卫生院2001-2010年财政补助情况及其对卫生资源配置的影响,为优化资源配置,提高财政投入效率提供政策建议。方法:利用某市2001-2010年卫生统计年鉴,对某市卫生院近10年的人员、床位、房屋设备等资源现状进行描述和比较分析,并用秩和比法对该市人员配置和硬件配置进行综合评价。结果:财政专项补助对广东省某市乡镇卫生院人力资源配置、床位配置水平、设备配置水平有明显的促进作用,人员配置和硬件配置综合评分逐年升高,有效促进了卫生院收入的提高;省级财政1.2万元卫生院专项补助经费主要促进了卫生院工作人员收入和福利待遇的改善。结论:财政补助对卫生院的资源配置水平有明显的促进作用,医务人员待遇也有了一定的提升,但补助水平过低、补助机制不健全,依然没有改变卫生院"以医养防"的现状。Objective To explore the fiscal subsidies of the township health centers in the past 10 years in Guangdong province and to put forward suggestions to optimize resources allocation and improve financial investment efficiency.Methods Data of Health Statistics Yearbook and annual report were used to describe and compare the current situation of human resources,beds,building and equipment as well as financing.At the same time,RSR method was used to synthetically evaluate the level of resource distribution.Results The specific financial grant extensively improved the configurable levels of all kinds of resources including human resources,beds and equipments.The comprehensive scores increased year by year,which contributed to the improvement of total income of township health centers effectively.The 12,000 yuan township health centers specific grant had a positive effect on the income increase and welfare improvement of medical staff.Conclusion The level of township hospitals＇ resource allocation had made a significant improvement with the help of government investment.The earnings of medical staff had obviously improved.However,the problem of medical treatment supporting preventive medicine had not been solved because of the inadequate investment and the imperfect compensation mechanism.
