仿生系统视角下现代大学制度的内部治理结构研究

摘　　要：经过几亿年的进化与发展,生物体不断地优化与完善,形成其适应自然与外部环境的内部组织结构,各系统之间密切配合,形成和谐统一体,确保其运行过程的高效、有序,对人类社会组织的内部管理具有很好的借鉴作用。大学内部治理结构的完善,必须通过大学章程的建立,确保高校办学的自主权和相对独立性,真正落实党委领导下的校长负责制,实现指挥系统的统一性,理顺学术权力与行政权力的关系,通过权力中心适当下移和权力适当分散提高高校办学管理的水平与效能。With the continual evolution and development of organisms in millions of years,the life forms continuously optimize and improve themselves.By enhancing their adaptation to the natural formation,the life forms eventually develop the perfect organizational structure,with efficient and feasible coordination.Similarly,as an excellent reference,it is also true for the internal management of human social organization.To establish a highly efficient internal governance of the university structure,the governor should establish the charter of the university.It is important to ensure the autonomy of higher education and the relative independence too.In order to implement the leadership under the Party,it is sensible to rationalize the parallel mechanism of academic and administrative management.It is also advisable to transfer due power and authority to executives to improve management and performance.
