西藏农牧区村级公共服务制度创新研究——基于扎囊县德吉新村与民主村的比较分析

摘　　要：改善农村基本公共服务是推进西藏社会主义新农村建设的关键所在。第四次西藏工作座谈会以来,中央政府逐步加大了对西藏农牧区基本公共服务供给的投入,农牧区基本公共服务面貌得到明显改善。然而,西藏农牧区村级公共服务制度创新仍没有取得重大突破,农牧区村级公共服务能力仍比较薄弱。通过西藏扎囊县德吉新村村级公共服务供给与民主村村级公共服务供给现状的对比考察可见政府通过扶贫综合开发建设,在改善农牧区村级公共服务供给方面取得的初步成效。然后紧密结合西藏农牧区发展实际,发现德吉新村村级公共服务供给存在的问题与不足,学习和借鉴成都等地村级公共服务改革实践经验,对创新西藏农牧区村级公共服务制度、提升农牧区村级公共服务能力有一定借鉴意义。The improvement of the rural basic public service is the key to promote the construction of the new socialist countryside in Tibet.Since the Fourth Forum on Work in Tibet,the central government has increased the investment of the basic public service in agricultural and pastoral areas gradually,and the reality of the rural basic public service has been improved obviously in Tibet.However,the innovation of village public service system remains no breakthrough,and the ability of the village public service supply is still weak in Tibet.This paper regards the village public service supply in Dekyi Village as the object of the research,and on the basis of comparing and analyzing the reality of the village public service supply in Minju village.First,through the comprehensive development and construction of anti-poverty work,this paper investigates the preliminary effects on improving the village public service supply in agricultural and pastoral areas.Second,combining with the actual conditions of agriculture and pasture in Tibet,this paper analyzes objectively the problems and insufficience of the village public service supply in Dekyi Village.Finally,in order to innovate the village public service system and improve the public service ability in Tibet,this paper comes up with some ideas and suggestions based on studying the ideas from the practical experience of village public service reformation in Tibet Chamdo prefecture and other places.
