摘　　要：农村社区治理结构是一个功能互补的角色体系,其实质是民主理念的一个新的、更为完善的承载形式,有利于基层民主的落实和深化。但村委会和村党支部之间角色划分不够清晰、政治文化观念滞后、非政府组织目标实现受到资金与能力的双重限制、以及营利性组织的运行目标和村民目标不一致的情形,已经并将对农村社区治理目标的实现产生消极影响。采取积极的措施,促进政府推动与社区自治相结合的合作型治理结构的完善,是目前有利于农村社区治理目标实现的重要举措。Rural community governance structure is a system of complementary roles and a newer and more perfect form carrying democratic ideals,which contributes better to the implementation and deepening of grassroots democracy.However,we find the role division between the village committee and CPC village committee branches is not clear enough;political and cultural value lag behind the social development;non-governmental organizations’ ability to achieve their objectives is limited by the dual constraints of funds and ability;and the for-profit organization’s goals and objectives are inconsistent with the villagers’.These problems have a negative impact on the achievement of villiage community governance.To take positive measures to promote a cooperative governance structure that combines government promotion with community self-government is an important initiative that helps to achieve the goal of governance.
