摘　　要：欧美学界关于公民投票制度的研究围绕以下问题展开:人民主权与国家主权关系理论、公民投票对各国政治生活的影响、公民投票制度与代议制和民意表达及个人政治权力的关系等。这些研究大都从政治学与法学的视角出发,比较关注实证性问题,甚至仅仅服务于现实的政治目的。本文认为,从历史学角度研究公民投票制度,无论在欧美学界还是在我国都应得到加强。The previous studies on the referendum system in European and American academic fields basically focus on the following issues:the basic concepts relating the relationship between people's sovereignty and national sovereignty,the political influences of referendums all over the world,the relationship between the referendum system and the representative system,and that between public opinions and individual political power. Most of the researches were conducted from the perspective of politics and jurisprudence,which attached great importance to the empirical problems. Some were even conducted to serve certain practical political purposes. This paper studies the referendum system from the historical point of view,which is likely to provide a new visual angle to future studies.
