摘　　要：行政许可是行政行为的重要组成部分.当前,行政许可已成为国际公认的一种有效的行政管理方式.但实践中,行政许可尚存在一定的负效应,这与行政许可的宗旨相背离,必须加以克服.为能促使行政许可正效应的充分发挥,有必要对行政许可负效应存在的形式及原因进行剖析,并对制止其负效应的对策进行研究.Administrative license is an important part of administrative action . At present, administrative license represents an effective way of administrative management, which has already been acknowledged in many countries. But, in practice, administrative license still has some negative effects in China, which deviate from the aim of administrative license itself and must be avoided. In order to bring the positive effects into play fully, it is necessary to analyze the existing patterns and causes of the negative effects of administration license as well as to study the counter- measure on how to prevent them.
