黄河洪水管理亚行项目征地对移民收入的影响

摘　　要：从黄河洪水管理亚行贷款防洪工程项目的占地特点出发,着重分析了工程永久占地对农业收入及移民家庭收入的影响,调查了移民采取的收入恢复措施以及移民家庭收入恢复水平。指出:亚行项目工程占地对占地户家庭的农业收入造成了一定的影响,但影响是短暂的,移民户通过分钱调地使失地风险减小,通过直补到户不调地方式直接、足额拿到补偿款弥补占地损失,并给家庭发展带来机会。建议相关方面妥善解决好黄河防洪工程的延续性与移民政策变化之间的矛盾,保持移民稳定、农村稳定和谐。From the view of the characteristic of land acquisition of Asia Development Bank（ADB） Loaned Yellow River Flood Management Sector Project,the paper emphasized on the study of impact to the agriculture income and households income by permanent land acquisition.It investigated and analyzed the measures of income recovery and income recovery level of households and put forward the existing problems and related suggestions.It points out that ADB Project which covers the agricultural area can impact the income of families,but the effect is transient,because the immigrants can adjust the land lost through financial allocation,to get full compensation for making up an area of loss and bring the development opportunities to families.It is recommended to properly resolve relevant aspects of the continuity of the Yellow River Project and the conflict between immigration policy changes and make sure the stability and harmony of immigrants and rural area.
