北京地区转制研发机构与外资研发机构之比较

摘　　要：北京地区转制研发机构和外资研发机构数量、科技活动人员大体相当,但在投入产出方面这两类机构却存在较大差异:在科技活动经费支出方面,外资研发机构的人员劳务费的支出高于转制研发机构,而在固定资产购建方面则正好相反;在科技成果产出方面,外资研发机构在专利申请尤其是发明专利申请数量上要多于转制研发机构,而科技论文和科技著作的产出,转制研发机构则远远高于外资研发机构。两类机构科技投入产出的差异对于促进转制研发机构健康发展具有多方面的借鉴和启示。The quantity and the number of the scientific and technical personnel of the system-transformed R＆D institutions are almost same to the foreign R＆D institution. But there are great differences in their input-output. On the research funding respect, foreign R＆D institutions spend more than system-transformed R＆D institution. Exactly the opposite happened on the purchasing fixed assets side. On the Technology output respect, the foreign R＆D institutions apply for more patent, especially the patent of invention, but the system-transformed R＆D institutions have much more scientific papers and technical literature. The differences, in the science and technology input and output, between the system-transformed R＆D institution and the Foreign R＆D institution have various reference and inspiration in promoting the healthy development of research and development institutions.
