关中-天水经济区区域创新网络的形成机制研究

摘　　要：区域创新网络是解决当前东西部区域经济差距,助推关中-天水经济区实现跨越式发展的有效"组织工具",积极构建关中-天水经济区区域创新网络,应扬长(优势因子)避短(劣势因子),通过选择区域创新网络的重点"区位"、培育并完善区域创新网络主体功能、优化区域创新网络环境、选择区域创新网络运行模式以及强化政府在区域创新网络构建中的主导作用等途径和措施实现。关中-天水经济区区域创新网络的构建和发展可能需要一个较长的时间和实践过程。Regional innovation network is an effective organization tool to narrow the economic gap between the east and the west in China and to propel the great-leap-forward development of Guanzhong-Tianshui economic zone. The establishment of the regional innovation network in Guazhong-Tianshui economic zone must be based on the comprehensive consideration of both the strong points and the weak points of the economic zone. The following strategies could be adopted to facilitate the formation of the regional innovation network in the economic zone： the choice of the key development regions, the cultivation and perfection of the major functions of the network, the optimization of the network environment, the choice of the optional mode of the network, and the consolidation of the leading role of the government in the construction of the network.
