摘　　要：本文通过解读计费催欠管理系统的重要理念,对上海电信Billing系统中催欠系统的体系和功能实现进行了深入的分析,包括系统结构分析、系统性能目标分析和系统技术分析。详细说明了该系统的工作原理、实现方式和各模块的功能。同时,本文还介绍了作者参与的电信催欠系统性能测试比对,将上线后的催欠系统与原催欠系统进行了分析比较。从整体情况来看,上海电信计费催欠管理系统的实施使电信业务的帐务管理环节充分自动化,节省了帐务催欠成本,提高了催欠人员的工作效率和工作积极性,是确有成效的。Through analyzing the importance idea of Billing Collection Management System, this article keens on the analysis of the structure and function.What＇s more, this article introduces the comparison between the Billing Collection Management System and 97 Project System.The author took part in the work of designing and testing throughout the Billing Collection Management System process.In a word, the Billing Collection Management System really increases the efficiency and decreases the cost of maintenance.
