摘　　要：【目的】完善伊犁河流域水土资源可持续开发利用的相关保护性与预防性政策、法规、条例,以促进伊犁河流域经济可持续发展。【方法】通过相关文献资料的查阅与实地调研相结合的方法,分析新疆伊犁河流域水土资源可持续开发利用过程中政策、法律中存在的缺失,并提出相关对策建议。【结果】新疆伊犁河流域现有政策和法规主要存在立法滞后性、立法在利益关联机构设置和作用方面未涉及、政策对环境保护的监管不力、缺乏水资源保护的有效措施、缺乏保护土地开发的合理规划等问题。【建议】进一步完善有利于促进伊犁河流域土地管理、水资源利用保护、水土保持的相关法规、条例以及赋予综合管理伊犁河流域土地开发部门相关执法与管理职能、完善环境与资源支持系统的政策体系、给予相应的政策扶持等发展对策,为实现伊犁河流域水土资源可持续开发利用提供政策支持。[Objective]This paper was an attempt to find out the current status of protective policies and laws for sustainable development and utilization of land and water resources along Ili River in order to promote the development of economy along Ili River.[Method]The problems existing in policies and laws during sustainable development and utilization of land and water resources along Ili River were studied and analyzed on the basis of document consultation and field research.Based on the analysis,some relevant suggestions were put forward.[Result]The existing problems included lagging in legislation,excluding relevant organizations,policies inability to protect the environment,shortage of effective measures to protect water resource and lack of reasonable plan during land development.[Suggestion]In order to realize the sustainable development and utilization of land and water resources along Ili River,several suggestions have been put forward,which include perfection of relative policies and laws about management and conservation of land and water resources,clearance of responsibilities of relevant functional departments,perfection of policy system for environment resources,providing corresponding policy support,etc.
