摘　　要：地名是社会基础信息,也是记载和传承文化的重要媒介。《上海市控制性详细规划技术准则》首次将地名内容纳入控制性详细规划,做到同步编制和审批,提高了地名管理的主动性和地名命名的科学性,丰富了控制性详细规划的文化内涵,加强了控制性详细规划的文化引领,使控制性详细规划实现技术、艺术和文化的和谐统一,对于提升上海城市文化品质,建设国际文化大都市具有现实意义。Toponym is not only a social basic information, but also an important medium to record and inherit culture. ＂ Technical Guidelines of Shanghai Regulatory Planning ＂ places toponym element into regulatory planning to achieve synchronous compilation and approval, which will improve the initiative of toponym management and the scientific naming, rich cultural connotation of regulatory planning, strengthen the cultural guidance of regulatory planning thus to realize harmony and unity for technology, art and culture of regulatory planning. It has practical significance to promote Shanghai cultural quality and construct international cultural metropolis.
