摘　　要：文章阐述了地方政府和行业协会对培育产业软实力的作用,结合陶瓷产业实际分析了如何发挥行业协会与地方政府在陶瓷产业软实力培育中的作用。General roles of local governments and industrial associations in the soft power development of an industry were first described.Then,the functions that industrial associations and local governments can perform in soft power development of ceramic industry were analyzed in accordance with its practical state.
