摘　　要：土地是农业发展最原始的生产资料,为农村发展提供坚实基础,是农民赖以生存发展的基础性生产生活资料,农业、农村、农民问题的解决根本与关键都在于土地。探索农村土地流转的方式和方法,推动农村土地使用权改革,加强农村土地管理,对于社会主义新农村建设,加快城镇化进程具有实践和现实意义。As the most primitive means of production for agricultural development,land provides a solid foundation for rural development,it is the basic subsistence of production and living that farmers count on to survive and develop as well.And the essence and key to settling the issue of agriculture,rural areas and farmers lies in the land.To explore the ways of rural land transfer,promote the reform in the rights of rural land use and to strengthen the management of rural land are of special practical significance to constructing the new socialist countryside and speeding up the process of urbanization.
