基于农村外出人口角度的新型农村合作医疗制度研究

摘　　要：通过对北京市外来人口医疗需求及意愿、新农合制度的保障程度、对新农合制度的满意度的调查研究,以及对XY市GS县县外定点试点效果的分析,得出以下结论:第一,现阶段新农合制度设计难以满足农村外出人口的医疗保障需求;第二,县外定点的试点初衷良好但是效果不佳。因此,建议政府要么改变新农合制度的设计;要么,在保留原制度设计的同时,针对外出农民专门设计新的政策。Through investigating and studying the medical needs and will of migrants in Beijing,the new rural cooperative medical system＇s protection level for migrants,the satisfaction of new rural cooperative medical system,and analyzing experimental results of GS County XY City.There are the conclusions： first,at this stage the NRCMS design cannot meet the health care demand of rural migrant population.Second,the experiment in GS doesn＇t get a great success.Therefore,the government either changes the design of the NRCMS or designs a new policy for migrants.
